Allahabad HC calls on government UP
The Allahabad High Court asked Tuesday at Government of Uttar Pradesh how long would it take to provide the provisions for security, biometric and CCTV cameras to all magistrates in the state of Uttar Pradesh.
Essentially, the issue was raised by the House of Judge Suneet Kumar and Judge Samit Gopal in a SUO motorcycle PIL titled In Re Suo Moto relating to security and protection at all judicial campuses in UP State, initiated after the incident of open shooting at Bijnor District Court.
The court gave a one-week delay to allow state counsel to state categorically when biometrics in the Azamgarh and Lucknow judiciary will be executed and made operational.
With that, the case was set for a new hearing on December 2, 2021.
During the previous hearing on the matter, noting the lack of security personnel assigned to different magistracies, the Court asked the State to file a response on the security personnel effectively sanctioned and deployed in each magistracy.
However, on November 23, the Court took cognizance of the UP government’s affidavit in this regard, however, the Court was not satisfied with the assertions made therein as it noted that the fieldwork were not advancing yet.
Significantly, in its order of September 2021, the court noted that the state government had made no progress with regard to door automation, the biometric system and passes for lawyers. litigants in lower state courts, due to pending financial issues. sanction / approval since February 20, 2020.
It may be noted that last year, in March, the Allahabad High Court ordered all lower courts to allow attorneys to appear only on presentation of their registration number.
In the empty orders dated December 20, 2019 and January 2, 2020, the High Court had adopted a host of instructions to ensure adequate security at the court premises.
Subsequently, in an order dated January 17, 2020, the High Court took note of an affidavit of compliance, filed by the Additional Chief Secretary of the State, viz. installation of CCTV cameras, appointment of designated rapid response teams, restricted vehicle access to court premises, construction of perimeter walls, etc.
