CERC Notifies Effective Date of General Network Access Regulation, 2022


The Central Electricity Regulatory Commission (CERC) has notified that the Interstate Transmission System (ISTS) Connectivity and General Network Access (GNA) Regulations 2022 will come into effect from 15 October 2022, with the exception of the provisions of the rules 23 to 24, 26 to 36, 37.9, 38, 40 and 43, the start date of which will be notified separately.

In accordance with the notification, new connectivity and RNG requests and their processing and granting under the RNG Regulation will come into effect from a date to be notified separately. The scheduling and dispatch of electricity shall continue to be based on the quantum of long-term access (LTA), medium-term open access (MTOA) and short-term open access (STOA) of each of the Designated ISTS Customers (DIC) and other Grid Users in accordance with the provisions of the Indian Electricity Grid Code (CERC), 2010, as amended from time to time. STOA will continue to be granted under the CERC (Open Access in inter-State transmission) Regulations, 2008, as amended from time to time and the detailed procedures published thereunder. In addition, the billing, collection and disbursement of interstate transmission charges and losses will continue to be based on the quantum of LTA, MTOA and STOA of each of the DICs and other network users in accordance with CERC provisions.
